Vietnamese politics is entering a fierce battle ahead of the 10th Central Committee’s conference (Plenum), a conference that will decide on personnel work after 2026 (the 14th Party National Congress is scheduled to take place in January 2026).
As the party approaches the final stage, political forces will stop at nothing to destroy each other, but this stage is very different from the past time under the leadership of late General Secretary Nguyen Phu Trong. Previously, political opponents used the “trick” of denouncing private secrets, targeting each other’s “henchmen” and “backyard” companies by using the Central Committee’s Commission for Inspection and the Ministry of Public Security to destroy each other.
At present, General Secretary To Lam is in a position to monopolize all power, concentrate and control all opponents. Therefore, there is no other way, political opponents must use tricks such as using charms, scapegoats, setting up altars, and using magic to secretly destroy each other. Proof of this is that the General Director of the Government Electronic Information Portal, Nguyen Hong Sam, has just used the method of setting up a suppression array right in the Ba Dinh area Ho Chi Minh’s Mausoleum to use the underworld to destroy and control the members of the Party Central Committee. The suppression area is in the premises of the Government Electronic Information Portal, 16 Le Hong Phong, Ba Dinh, Hanoi, a few hundred meters from the Ho Chi Minh Mausoleum. Sam set up a suppression array by drilling a total of 150 holes, each hole 30 cm deep, from the entrance gate to the hallway, yard, and inside the agency headquarters. After drilling, following the instructions of the feng shui master, they dropped down a talisman with the names of each Central Party Committee member, along with a bag of stones, huangshui and mixed with fresh blood. This is the Vu Son suppression technique of Chinese Cao Bien in the past when he reportedly wanted to suppress the sacred land of Dai La of Dai Viet. With this trick, the area of 16 Le Hong Phong became an area to raise ghost soldiers and confine 150 Central Party Committee members in the hope of blocking To Lam’s progress before the upcoming Party Congress (January 2026).
On the contrary, with the arbitrary action of using the office as a place to suppress and plot for personal gain, Sam has received many favors and full decision-making power at the government’s media agency. While the Central Committee, headed by the General Secretary and Party and State leaders at all levels are seriously and resolutely implementing the arrangement and organization of a streamlined and effective apparatus and have issued a document “stopping the appointment of officials” during this time, at the Government Electronic Information Portal, although it is being streamlined, Sam is still appointing a series of officials. It is worth mentioning that among the appointed officials is female reporter Van Minh Ngoc, who follows Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son. This female reporter has long been Sam’s mistress and is also Sam’s right-hand reporter, specializing in writing PR articles for scandalous enterprises such as Novaland, Trung Nam Group and the extended arm of Him Lam Group. To prepare for this appointment, since 2022, this female reporter has been favored by Sam by calling directly to the Director of the Ho Chi Minh National Academy of Politics to get a place to study advanced political theory even though she did not meet the planning standards, had not attended intermediate political school, and was not old enough. Thanks to that, this female reporter has surpassed a series of other reporters and editors of the Government Electronic Newspaper to study at lightning speed.
When the Government has not yet completed the number of Deputy Prime Ministers as it is now, Sam used the excuse of having to open a permanent office in Can Tho with the plot to bring Ngoc back to be the Head of the representative office there. Can Tho is Sam’s old location in the past as Head of the Can Tho permanent office of Nhan Dan Newspaper, before Sam from the Department level of Nhan Dan Newspaper took care of “running” all the way to Deputy Prime Minister Truong Hoa Binh and former Prime Minister Nguyen Xuan Phuc, former Minister Mai Tien Dung of the Government Office to become the head of the Government Electronic Information Portal. When the Government had more Deputy Prime Ministers, Sam redirected another reporter to Can Tho and appointed Ngoc as a full-time reporter under the Deputy Prime Minister, with the reason that a reporter in that position must be a department-level leader.
Currently, reporter Ngoc is also the most favored reporter because behind this reporter is Sam. Every month, with the authority of General Director, Sam signs to pay an additional bonus to this full-time reporter (if you check the financial budget for salary and bonus payments for agency staff, you will see that reporter Ngoc’s income is only slightly less than that of the agency’s Deputy General Director).
In addition, Sam covered up for Editor Manh. Manh was not disciplined in the incident of posting news about the appointment of the Chairman of the Central Committee’s Commision for Inspection Tran Cam Tu, in which he intentionally provided information that Tu had not yet passed the high-level political theory. The cover-up eventually had to stop because otherwise Sam would have been the first to leave, when he was the General Director and this mistake happened.
Not only that, Sam also closely linked with Vietnam Communications Corporation (VCcorp) with the intention of letting VCcorp win bids for a series of government information technology projects. VCcorp is the most secretive company in the communications technology industry with a series of famous electronic news sites such as cafef, soha, etc. VCcorp has been infamous through financial lawsuits related to the founders’ capital contributions, financial ambiguity, embezzlement of money from founding shareholders and investment funds, so VCcorp’s financial records cannot participate in public bidding. VCcorp’s only way left is to be designated as a contractor.
Preparing for this scheme, Sam arbitrarily changed the technology being used before according to the design approved by the Prime Minister with the reason of upgrading to the most advanced technology in the world. This change wasted tens of billions of VND in previous investments, especially in 2017, the package of more than VND5 billion to upgrade technology and although it was reported to be accepted, the contract was liquidated and put into use, in reality it has never been used even once since then. To cover up this loophole, Sam directed to change to new technology, completely removing the old technology so that there would be no trace of this package. That was just the beginning of a plot, after VCcorp provided the Portal (Government Electronic Information) with a new CMS interface and software, the first thing was to make a contract to donate assets to help VCcorp declare it as business expenses, reducing taxes payable to the state by over VND1 billion. Next, Sam directed to hire services to manage, operate and develop this system. This hiring was exclusively for VCcorp to win the bid because only they understood the system they developed themselves. This is a sophisticated disguised bidding method. I wonder if the General Secretary, the Prime Minister, the Minister and Head of the Government Office, the Central Committee’s Commission for Inspection, and the Ministry of Public Security are aware of this trick? Is there any direction to investigate the signs of violations by Sam?
If not, this is a sign that the factional war within the Communist Party of Vietnam has reached a bloody point, a life-or-death situation, and will be a sign of an early end to the era when the country is preparing to rise up.
